Police standoff in Victory Park ends with no injuries

Victory park area, in Dallas, was put on lockdown Tuesday March 25th after a man shot bullets out of his fifth story apartment window. No injuries were reported.
The whole area was put on lockdown because of the highly populated area and the elevation in which the man shout at. Police did not want to risk the safety of the public.
The man was identified as David Arnold Lamb who has been arrested for a DWI back in 2012, but has no other criminal history. Police are still unsure of his motive. More information on his charges will be released soon.
According to the Texas Penal Code Chapter 45:
It is illegal to carry weapons manufactured before 1899.
It is illegal to carry a gun into a school or anywhere that is used for educational purposes.
It is illegal to carry a gun to a polling booth on the day of election.
It is illegal to carry a gun within 1,000 feet of premises the location of which is designated by the Texas Department of Criminal Justice as a place of execution.
It is illegal to lend, rent, sell or give a gun to someone who plans to use it unlawfully.
Texas has many laws besides these listed above. Beside from these laws, Texas requires certain laws in order to obtain a gun. One has to get so many hours of classroom instruction and gun range hours. According to the Second Amendment, we have the right to bear arms. This is where gun control becomes a slippery slope. What is considered legal and illegal? Was David Arnold Lamb within his rights to contain a gun? Did he put others’ lives in danger? Are Texas gun laws to strict or are they to lose?
